Add contact timezone support to time and day windows
This will extend on the functionality currently available (https://autopilothq.zendesk.com/hc/en-us/articles/203310359-Action-Add-Delay) to allow the time and day delivery window to use the contact's timezone

An important feature to bring in - we've a global audience and timezone is critical to open rates. Current workaround is cloning the Journeys which is less than ideal.

Please make the timezone relative to the contact's timezone. If you're emailing people in different timezones of the world, it is very difficult to send emails at the appropriate times to match their open behaviour.

Add the ability to block out certain days/holidays. For example, with 4th of July coming up I do not want to be sending emails, yet have no ability to limit it in my general nurture tracks. Would be great to have blackout dates
